## Key takeaways

- Meta's official WhatsApp Business Platform is the right route when your AI agent serves your own customers: it is supported, it allows proactive messages through approved templates, and its messaging limits can rise to unlimited.
- Since 15 January 2026 Meta's terms bar providers whose primary offering is a general-purpose AI assistant from the Business Platform, except in markets where Meta says it is legally required to allow them, including the EEA, Italy and Brazil.
- Open-source libraries and hosted unofficial APIs put the agent on your own number, which is fast and cheap but leaves the ban risk, the phone and the IP with you.
- A managed personal number moves the ban risk to the provider for $49 per number every 30 days, but users must write first and groups are not supported.

You can put an AI agent on WhatsApp in four ways in 2026: Meta's official Business Platform, your own number with an open-source library, a hosted unofficial API, or a managed personal number. If the agent serves your own customers, use the official platform. If the AI itself is the product, Meta's terms bar it there in most countries, and the other three are your options.

## How do the four options compare?

The table compares the four routes as of 19 October 2026. Prices come from each provider's own pages.

| | Official Business Platform | Own number + open-source library | Hosted unofficial API | Managed number (whasp) |
|---|---|---|---|---|
| Setup | Test number at once; production needs a business portfolio and a number not registered on WhatsApp Messenger | Hours: host a server, link a phone by QR code | Minutes: link a phone to the vendor's service | Usually at once, otherwise about 30 minutes |
| Cost | Per delivered message, by category and country, plus any provider fee | Software is free; you pay for servers, a phone or SIM, proxies | Flat monthly fee per number, no per-message fee | $49 per number every 30 days |
| Meta's AI rule | Business bots allowed; general-purpose assistants barred except in the EEA, Italy, Brazil and Türkiye | Not the Business Platform, so the clause does not apply; WhatsApp's general Terms of Service do, and bot-like numbers get banned | Same as the library route | Same as the library route |
| Who carries a ban | You: Meta can limit or disable an account that breaks its policy | You: the number, the phone and the IP | You: the vendor hosts the connection, not the risk | The provider: banned numbers are replaced at no cost, chats do not move |
| Who owns the number | You | You | You | The provider; no bring-your-own number |
| Who writes first | You, with an approved template; free-form replies for 24 hours after each user message | Anyone, no templates; cold messages invite bans | Same as the library route | Users only; a cold send fails with 409 `chat_not_open` |
| Limits | Business-initiated: 250 people a day for a new portfolio, rising to unlimited | No official tiers; spam-like activity gets restricted or banned | Set by the plan | 100 active chats in 30 days, 40 new chats a day, 1,500 sent a day per number |

## Why does Meta's AI rule decide most choices?

Section 4.7 of Meta's [Terms for the WhatsApp Business Platform](https://www.facebook.com/legal/Meta-Terms-for-WhatsApp-Business-Platform) bars providers of AI technology, including general-purpose AI assistants, from the platform when that AI is the primary, rather than incidental or ancillary, functionality they offer. Meta decides what counts, in its sole discretion. Meta's [page on AI providers](https://developers.facebook.com/documentation/business-messaging/whatsapp/pricing/ai-providers) dates the rule to 15 January 2026.

Businesses that use AI to serve their own customers are outside the clause: Meta's pricing documentation lists replies powered by a third-party AI solution among ordinary service messages. That makes the official platform the right home for support, order and booking agents, and, in most countries, a closed door for an assistant or companion whose product is the conversation.

The rule is not the same everywhere. Meta says it is legally required to let AI providers offer general-purpose assistants to users in the EEA, Italy, Brazil and, since 15 October 2026, Türkiye. The European Commission's [order of 9 June 2026](https://ec.europa.eu/commission/presscorner/detail/en/ip_26_1276) keeps the EEA access in place only until it adopts a final decision. [WhatsApp's AI chatbot ban: the rule and where it stands](https://whasp.ai/blog/whatsapp-ai-chatbot-ban-2026) has the details by country.

## Option 1: the official WhatsApp Business Platform

The official WhatsApp Business Platform is Meta's own API, the Cloud API, which you reach directly or through a Solution Provider, often called a BSP. It is the only route Meta supports, and for a business bot it is the best one.

- **Messages.** You can start a conversation only with an approved template. When a user writes, a 24-hour customer service window opens and resets with each new user message. Inside it you send free-form replies, from text and media to interactive messages. Outside it, templates only.
- **Cost.** Meta has charged per delivered message since 1 July 2025, by category and by the user's country. Free-form replies are service messages: free until 30 September 2026, charged since 1 October 2026 after the first 1,000 a month per business phone number. [Meta's rate card](https://developers.facebook.com/documentation/business-messaging/whatsapp/pricing) shows how far the rates spread:

| User's country | Service or utility message | Marketing message |
|---|---|---|
| US or Canada | $0.0034 | $0.025 |
| Brazil | $0.0068 | $0.0625 |
| Germany | $0.055 | $0.1365 |

- **Limits.** [Messaging limits](https://developers.facebook.com/documentation/business-messaging/whatsapp/messaging-limits) cap how many different people you can start a conversation with outside the window in 24 hours, across the whole business portfolio. A new portfolio gets 250. Verifying the business, or sending 2,000 template messages to different people within 30 days, raises it to 2,000, and automatic scaling then takes it to 10,000, 100,000 and unlimited.
- **Friction.** You need a Meta business portfolio, approved templates and a number that [cannot also run WhatsApp Messenger](https://developers.facebook.com/documentation/business-messaging/whatsapp/business-phone-numbers/phone-numbers). Provider fees and your model costs come on top. [WhatsApp API pricing in 2026](https://whasp.ai/blog/whatsapp-api-pricing-2026) works through a full example.

Meta also sells its own agent for businesses, Meta Business Agent, at $2 per million tokens, which Meta estimates at 4 to 5 cents a message.

## Option 2: your own number with an open-source library

An open-source library connects your code to a WhatsApp account that you link like another device. Baileys and whatsapp-web.js are libraries for Node.js. WAHA and Evolution API wrap them in a self-hosted REST API. [Unofficial WhatsApp APIs compared](https://whasp.ai/blog/unofficial-whatsapp-api-comparison) covers each one.

This route is free, takes hours, supports groups and media, and has no templates, no 24-hour window and no Business-terms AI clause. The cost is the ban risk. WhatsApp's [Terms of Service](https://www.whatsapp.com/legal/terms-of-service) prohibit "bulk messaging, auto-messaging, auto-dialing, and the like" and any non-personal use that WhatsApp has not authorized. When a number is banned, the loss is your number, your phone and your IP. You also host the server and keep up with changes in WhatsApp.

It fits prototypes, personal agents and teams that accept ban risk.

## Option 3: a hosted unofficial API

A hosted unofficial API runs the same kind of connection for you. Services such as Whapi.Cloud and GREEN-API let you link a number and then call an HTTP API, with no server to run and no per-message fee. Whapi.Cloud [lists €26 per month per number](https://whapi.cloud/).

A hosted API removes the server work. It does not remove the ban risk: the number is still yours, and so is the loss when it is banned.

## Option 4: a managed personal number

A managed personal number is a real personal WhatsApp account on a cloud phone that a provider runs for you. whasp does this: each number has its own ISP IP, a warm-up before you get it and live health monitoring. People text the number, each message arrives on your webhook, and one API call replies. A number costs $49 every 30 days and serves about 100 active users, so under 50 cents per active user per month.

```bash
curl https://api.whasp.ai/v1/messages \
  -H "Authorization: Bearer $WHASP_API_KEY" \
  -H "Content-Type: application/json" \
  -d '{"to": "+15555550111", "text": "Hey! How did the interview go?"}'
```

If WhatsApp bans a number, whasp replaces it at no cost, with the same label, profile and paid period. Chats do not move: your users have to write to the new number, and your own logic tells them how.

The limits matter. Users always write first. Each number sends up to 1,500 messages a day. There are no groups, no outgoing voice notes, no typing indicators or read receipts, and you cannot bring your own number. It is also not the Business Platform: the account follows WhatsApp's general Terms of Service, and a number that behaves like a bot can still be banned. The difference is who absorbs it. ## What about Telegram and iMessage?

Telegram has an official bot platform, and iMessage can be reached through third-party services. Neither is WhatsApp, but for some audiences they are the better channel. ## Which option fits your agent?

The best route depends on what the agent does and where its users are. The table gives the default for each case.

| Your agent | Best route | Why |
|---|---|---|
| Support, order or booking agent for your business | Official platform | Allowed by Meta's terms, supported, and templates let you follow up |
| Agent that must message users first or after 24 hours | Official platform | Only approved templates can start a conversation |
| Assistant or companion that people text first, users outside the EEA, Italy, Brazil and Türkiye | Managed number | The official platform bars it; the ban risk is not yours |
| The same product with users in the EEA | Official platform, with a second channel | Open today under an interim order that can change |
| Prototype or personal agent for you and friends | Library on a spare number | Free and fast; accept the ban risk |
| Group chats | Library, or the official Groups API | whasp does not support groups; the official Groups API has its own limits, covered in [Business API vs a personal number](https://whasp.ai/blog/whatsapp-business-api-vs-personal-number) |
| Hundreds of thousands of users | Official platform | Limits can rise to unlimited; a managed number scales by adding numbers |

## Questions

### Can I put an AI agent on WhatsApp without the Business API?

Yes. You can link your own number to an open-source library or a hosted unofficial API, or rent a managed personal number. These routes sit outside the Business Platform, so Meta's Business terms do not apply, but WhatsApp's Terms of Service ban bulk and automated messaging and accounts can be banned.

### Does WhatsApp allow AI chatbots?

WhatsApp allows AI that serves a business's own customers, such as support, orders and bookings. Since 15 January 2026 its Business Platform bars providers whose primary offering is a general-purpose AI assistant, except for users in markets where Meta says it is legally required to allow them.

### How much does it cost to run an AI agent on WhatsApp?

On the official platform Meta charges per delivered message: a service message costs $0.0034 to a user in the US or Canada and $0.055 to a user in Germany, after 1,000 free service messages a month per number. Hosted unofficial APIs charge a flat monthly fee, for example €26 per number at Whapi.Cloud, and whasp costs $49 per number every 30 days. Model costs come on top of all of them.

### Is it safe to use Baileys or whatsapp-web.js for an AI agent?

They work, but they are unofficial. WhatsApp's Terms prohibit bulk and automated messaging, and a ban lands on your own number, phone and IP. Use a spare number for prototypes and plan for the ban.
