## Key takeaways

- Since 1 October 2026 Meta charges for service messages, the replies an AI agent sends inside the 24-hour window, after 1,000 free delivered messages a month per business phone number.
- Meta's per-message rate for a reply runs from $0.0014 (India) and $0.0034 (US and Canada) to $0.055 (Germany), a 39-fold spread, so your users' country decides the bill.
- At 30 agent replies per user per month, Meta's fees alone are $0.10 per user in the US and $1.60 per user in Germany, before any provider markup or model cost.
- A whasp number costs $49 per 30 days for about 100 active users, so $0.49 per user; the official route costs more once a user gets more replies a month than $0.49 divided by the local rate, which is 144 in the US and 9 in Germany.
- Price only matters if your agent is allowed on the official platform: general-purpose assistants are barred from it in most countries.

A WhatsApp AI agent on the official Business Platform costs Meta's per-message fee, your provider's fee and your model bill. Since 1 October 2026 replies are no longer free past 1,000 a month per number. For 1,000 users who each get 30 replies a month, Meta's fees alone run from $99 in the US and Canada to $1,595 in Germany.

## How does Meta charge for WhatsApp messages in 2026?

Meta [charges per message delivered](https://developers.facebook.com/documentation/business-messaging/whatsapp/pricing/), not per conversation. This model replaced conversation pricing on 1 July 2025. The price depends on the message category and on the country calling code of the person you message, which Meta calls the market. Meta does not charge for messages from users to businesses.

There are two kinds of message. Templates (marketing, utility, authentication) can be sent at any time. Everything else is a service message, which you can send only as a reply, inside the 24-hour customer service window that opens when a user writes to you. An AI agent that answers people who wrote first sends service messages almost all the time.

Service messages were free from 1 November 2024. That ended on 1 October 2026:

- Each business phone number gets 1,000 free delivered service messages a month. The allowance does not roll over.
- Meta charges from the 1,001st service message.
- Utility templates sent inside an open window, which were free since 1 July 2025, are charged too.
- Without a payment method on file, service messages stop being delivered once the free allowance is used up.

Meta's marketing pricing page still says service messages are free (as of 19 October 2026). Its developer documentation says they are charged, and so does [Gupshup's pricing page](https://www.gupshup.ai/pricing). Trust the documentation.

Meta changes its rate cards only on 1 January, 1 April, 1 July or 1 October, with at least one month's notice. The next possible change is 1 January 2027.

## What does a reply cost in each country?

Meta's [rate page](https://business.whatsapp.com/products/platform-pricing#rates) returns the same rate for service, utility and authentication messages in all 47 markets it lists. We read it on 19 October 2026, with the billing currency set to USD.

| Market | Reply (service or utility), per message | Per 1,000 replies | Marketing template, per message |
| --- | --- | --- | --- |
| India | $0.0014 | $1.40 | $0.0118 |
| US and Canada | $0.0034 | $3.40 | $0.025 |
| Brazil | $0.0068 | $6.80 | $0.0625 |
| Mexico | $0.0085 | $8.50 | $0.0397 |
| Spain | $0.020 | $20 | $0.0707 |
| United Kingdom | $0.022 | $22 | $0.0635 |
| France | $0.030 | $30 | $0.0859 |
| Germany | $0.055 | $55 | $0.1365 |

Germany costs 39 times what India does: $0.055 divided by $0.0014. The window matters too. Once it closes, your agent can only reach a user with a template. In the US that is $0.0034 for a utility template and $0.025 for a marketing one, 7.4 times a reply.

## What do providers add on top of Meta?

Providers, also called Business Solution Providers (BSPs), add their own fee to Meta's, and most developers reach the Cloud API through one. Each prices its layer differently, and all of them pass Meta's fee through:

| Provider | Published price | Meta fees |
| --- | --- | --- |
| [Twilio](https://www.twilio.com/en-us/whatsapp/pricing) | $0.005 per message, inbound or outbound | Added at Meta's rate |
| [Gupshup](https://www.gupshup.ai/pricing) | $0.001 per message, incoming and outgoing | Billed at actuals |
| [360dialog](https://360dialog.com/pricing) | 49 euros per number per month (Regular plan) | Added, no markup |
| [Kapso](https://kapso.com/pricing) | $25 per month (Pro, 100,000 messages, 3 numbers) | At cost, no markup |

Meta also sells its own AI for businesses, Meta Business Agent, since 1 July 2026. It charges a flat $2.00 per million tokens, and Meta says one message typically uses 20,000 to 25,000 tokens, or 4 to 5 cents.

## What does a month cost for 1,000 active users?

A month for 1,000 active users depends on the traffic you assume. These assumptions are ours, not measurements: each user sends 20 messages a month, and the agent answers with 30 short WhatsApp messages (1.5 per reply). That is 20,000 inbound and 30,000 outbound messages, all sent on one business number, all inside the 24-hour window.

1. Free allowance: 1,000 messages, so 30,000 - 1,000 = 29,000 billable.
2. Meta's fee in the US and Canada: 29,000 x $0.0034 = $98.60, or $0.099 per user.
3. Provider layer, 20,000 + 30,000 = 50,000 messages: Kapso Pro is $25, Gupshup is 50,000 x $0.001 = $50, Twilio is 50,000 x $0.005 = $250.

| Route (US and Canada users) | Meta | Provider | Total | Per user |
| --- | --- | --- | --- | --- |
| Kapso Pro | $98.60 | $25 | $123.60 | $0.12 |
| Gupshup | $98.60 | $50 | $148.60 | $0.15 |
| Twilio | $98.60 | $250 | $348.60 | $0.35 |

Change the market and only Meta's line moves: 29,000 x $0.055 = $1,595 in Germany, 29,000 x $0.022 = $638 in the UK, 29,000 x $0.0068 = $197.20 in Brazil, 29,000 x $0.0014 = $40.60 in India. A provider's per-message fee is the same everywhere.

Meta's fees scale with messages, not with users. One official number can serve all 1,000 people.

## What does the model cost per user?

The model bill for a WhatsApp agent is separate from the message fees, and it can be larger. Anthropic [lists](https://platform.claude.com/docs/en/about-claude/pricing) Claude Sonnet 5.5 at $2 per million input tokens and $10 per million output tokens, and Claude Haiku 5.5 at $0.10 and $0.50 (for prompts up to 100,000 tokens). Assume 20 model calls per user per month.

- **A light chat call**, 3,000 tokens in (system prompt plus the latest messages) and 120 out. On Sonnet 5.5: 3,000 x $2 / 1,000,000 = $0.006, plus 120 x $10 / 1,000,000 = $0.0012, so $0.0072 a call and $0.144 per user. On Haiku 5.5: $0.00036 a call and $0.0072 per user.
- **A heavy agent call** with tools and long context, 20,000 in and 400 out. On Sonnet 5.5: $0.04 + $0.004 = $0.044 a call, so $0.88 per user.

Add it up for the US, light chat on Sonnet 5.5, Gupshup route: $0.149 + $0.144 = $0.29 per active user. For the heavy agent it is $0.149 + $0.88 = $1.03, and the model is 85% of the bill.

## What does the same traffic cost on a whasp number?

A whasp number is a real personal WhatsApp account on its own cloud phone, $49 per 30 days from a prepaid balance. [Its limits](https://whasp.ai/docs) are 100 active chats in 30 days, 40 new chats in 24 hours and 1,500 sent messages a day. A number is flagged `at_risk` above 80% of a limit.

- At the limit: 1,000 users / 100 = 10 numbers, 10 x $49 = $490, or $0.49 per user.
- With the 80% margin: 1,000 / 80 = 12.5, so 13 numbers, 13 x $49 = $637, or $0.64 per user.
- Sending is nowhere near the cap: 30,000 messages / 10 numbers = 3,000 a month, about 100 a day against 1,500.

whasp has no per-message fee, so the model bill is the same $0.144. Totals: $0.63 to $0.78 per user.

The two routes cross where a user's replies cost Meta more than $0.49 a month, counting Meta's message fee alone. Divide $0.49 by the local rate: 144 replies a month in the US (0.49 / 0.0034), 72 in Brazil, 25 in Spain, 22 in the UK, 16 in France, 9 in Germany. Below that, Meta's fees are the cheaper route. Above it, a whasp number is. [How many numbers you need](https://whasp.ai/blog/scale-whatsapp-ai-agent-multiple-numbers) depends on all three limits, not only users.

## Which route fits your agent?

The right route for your agent depends first on whether the platform admits it, and only then on price.

- **Your AI serves your own customers** (support, orders, bookings) and they are in a low-rate market: the official platform is the right route and usually the cheaper one. See [Business API vs a personal number](https://whasp.ai/blog/whatsapp-business-api-vs-personal-number).
- **Your product is the AI** (a general-purpose assistant or a companion): Meta's terms [bar AI providers](https://whasp.ai/blog/whatsapp-ai-chatbot-ban-2026) from the platform since 15 January 2026, so the table above may not apply. Meta's own [AI Providers pricing page](https://developers.facebook.com/documentation/business-messaging/whatsapp/pricing/ai-providers) lists exceptions where law forces access: Brazil (charged since 11 March 2026), Italy and 29 other European countries (charged until 12 May 2026, not since 13 May 2026), and Türkiye (not charged since 15 October 2026, through at least 11 April 2027). [Check your case](https://whasp.ai/blog/is-my-ai-bot-allowed-whatsapp-business-api).
- **Everything else**: compare [the unofficial options](https://whasp.ai/blog/unofficial-whatsapp-api-comparison) with a whasp number, which has the limits to know: users write first, no groups, no outbound voice notes.

## What to do next

Pick your biggest market in the table, then run the sum: (replies per month - 1,000) x the rate, plus your provider's fee, plus the model bill. Compare it with $0.49 per user. The full map of options is in [how to put an AI agent on WhatsApp](https://whasp.ai/blog/put-ai-agent-on-whatsapp), and the whasp numbers are on the [pricing page](https://whasp.ai/pricing).

## Questions

### How much does the WhatsApp Business API cost per message in 2026?

It depends on the message category and the recipient's country. Meta's rate page, read on 19 October 2026, lists service and utility messages at $0.0034 in the US and Canada and $0.055 in Germany, and marketing templates at $0.025 and $0.1365.

### Are WhatsApp service messages still free?

Only up to a limit. Since 1 October 2026 each business phone number gets 1,000 free delivered service messages per month, and Meta charges from the 1,001st. Before that date service messages were free.

### How much does an AI chatbot on WhatsApp cost per user?

Add three parts: Meta's per-message fee, your provider's fee, and the model bill. For 30 replies per user per month in the US, that is about $0.10 to Meta, $0.05 to a provider charging $0.001 per message, and $0.14 for the model on Claude Sonnet 5.5, so about $0.29.

### Do incoming WhatsApp messages cost money?

Meta does not charge for messages from users to businesses. Some providers do: Twilio's published fee of $0.005 applies to inbound and outbound messages, and Gupshup's $0.001 applies to incoming and outgoing session messages.

### Is whasp cheaper than the WhatsApp Business API?

It depends on the country and on how many replies each user gets. whasp costs about $0.49 per active user per month, so it is cheaper than the official route when a user gets more than 144 replies a month in the US, or more than 9 in Germany.
