WhatsApp Business API vs a personal number for AI agents
WhatsApp Business API vs a personal number for an AI agent, side by side: AI policy, templates, the 24-hour window, pricing, limits, groups and ban risk.

Key takeaways
- Use the WhatsApp Business API when your AI agent serves your own customers, and a personal number when the AI itself is the product, because Meta's terms bar general-purpose assistants from the Business API in most countries.
- The Business API starts conversations only with approved templates and allows free-form replies only inside a 24-hour window that each user message reopens; a personal number has no templates and no window.
- Meta bills the Business API per delivered message, and since 1 October 2026 that includes free-form replies after the first 1,000 a month per number, while a personal number costs a flat fee.
- The biggest difference is who absorbs a ban: on a personal number the loss falls on whoever owns it, unless a provider such as whasp runs the number and replaces it.
Use the WhatsApp Business API if your AI agent serves your own customers: it is Meta’s supported route, it can start conversations with approved templates, and it scales. Use a personal number if the AI itself is the product, such as an assistant or companion, because Meta’s terms bar those from the Business API in most countries. The trade-off is that the ban risk moves to whoever runs the number.
How do the Business API and a personal number compare?
The table compares the two routes as of 19 October 2026. “Personal number” means a real personal WhatsApp account that your code drives, run by you or rented from a provider such as whasp.
| WhatsApp Business API | Personal number | |
|---|---|---|
| AI policy | Business AI is allowed; general-purpose assistants are barred since 15 January 2026 except in the EEA, Italy, Brazil and Türkiye | Meta’s Business terms do not apply; WhatsApp’s general Terms of Service do, and bot-like numbers get banned |
| Approval | Meta business portfolio, approved display name, template review | None from Meta |
| Who writes first | The business, with an approved template and the person’s opt-in | The user; cold messages invite bans (whasp blocks them) |
| 24-hour window | Free-form replies only inside it; it resets with each user message | No window and no templates |
| Pricing | Per delivered message, by category and country | Flat fee per number (whasp: $49 every 30 days) |
| Limits | 250 people a day to start, rising to unlimited | whasp: 100 active chats in 30 days, 40 new chats and 1,500 sent messages a day per number |
| Groups | Groups API: 8 participants, invite-only, Official Business Accounts only | Libraries support groups; whasp does not |
| Message types | Text, media, reply buttons, lists, Flows, location | Text and files (whasp) |
| Identity | Business display name; blue check for Official Business Accounts | Ordinary profile name, about and photo |
| Ban risk | Meta can limit or end access for policy breaches or heavy negative feedback | The owner’s, or the provider’s if it runs the number |
Which one may an AI agent use?
The WhatsApp Business API may host an AI agent only when the AI is not the main thing you offer. Section 4.7 of Meta’s Terms for the WhatsApp Business Platform bars providers and developers of AI technology, including general-purpose AI assistants, when that AI is the primary, rather than incidental or ancillary, functionality. Meta decides what counts, in its sole discretion. An order, booking or support bot for your own business is fine. An “ask me anything” assistant or a companion is not, in most countries.
The rule applies from 15 January 2026, and general-purpose assistants are permitted only where Meta says it is legally required to allow them: the EEA, Italy, Brazil and, since 15 October 2026, Türkiye. WhatsApp’s AI chatbot ban: the rule and where it stands gives the sources and the dates, and Is your AI bot allowed on the WhatsApp Business API? walks through examples.
A personal number sits under a different rulebook. The Business terms govern the Business Platform, so their AI clause does not apply to a personal number. Personal accounts follow WhatsApp’s general Terms of Service, and numbers that behave like bots, above all ones that message strangers, get banned. That risk is real, and it is the price of this route.
How do approval, templates and the 24-hour window work?
On the Business API, you start a conversation with an approved template and continue it freely only while a 24-hour customer service window is open. The window starts when a user messages or calls you and resets with every new message from them. Meta’s pricing documentation states both rules, and adds that you may message only people who opted in. It also makes replies free while a free entry point window is open: that window opens when a user arrives from a Click to WhatsApp ad, and it can stay open up to 7 days.
Three practical consequences follow for an AI agent.
- Silence ends free conversation. If a user does not write for 24 hours, your agent can send only a template. A coach that wants to ask “how did the workout go?” the next day needs a pre-approved template for it.
- Templates are pre-written. Meta reviews each template automatically. Every template carries a category, marketing, utility or authentication, and the category sets the price.
- Setup takes steps. You need a Meta business portfolio and a number that is not in use on WhatsApp Messenger. A test number is created for you at the start.
On a personal number, none of this exists. Anyone who has written to you can be answered at any time, and nothing needs approval. The cost of that freedom is the rule that matters most: you cannot safely message people who never wrote to you. whasp enforces it, so a cold send returns 409 chat_not_open. For an agent that lives on user-initiated chats, that is no loss. For one that must reach out, it is a hard stop.
How does pricing differ?
The Business API charges per delivered message, and a personal number charges per number. Since 1 July 2025, Meta bills each delivered message by category and by the recipient’s country. Free-form replies count as service messages: free until 30 September 2026, then charged from 1 October 2026 after the first 1,000 a month for each business phone number. Meta’s rate card lists a service message at $0.0034 for a user in the US or Canada, $0.0068 in Brazil and $0.055 in Germany.
Here is what that means for 1,000 active users who each get 10 messages a month, 10,000 in total. On Meta’s side, assume they all go out from one business phone number:
- US or Canada: 9,000 billed messages at $0.0034, about $31.
- Brazil: 9,000 at $0.0068, about $61.
- Germany: 9,000 at $0.055, about $495.
- whasp: 10 numbers at $49, so $490, with no per-message charge.
Give each user 300 messages a month instead, and the German bill is about $16,400 while the flat fee stays at $490. The reverse holds for low-volume agents in cheap markets, where per-message billing wins. Model costs, provider fees and templates come on top of either. WhatsApp API pricing in 2026 does the full calculation.
What are the limits, and what can each route send?
The Business API limits how many different people you can start a conversation with; a personal number limits how many chats each number can hold. Messaging limits count unique people reached outside the window in 24 hours, across the whole business portfolio. A new portfolio gets 250. Verifying the business or sending 2,000 template messages to different people in 30 days raises it to 2,000, and automatic scaling then goes to 10,000, 100,000 and unlimited. Replies inside the window do not count.
A whasp number is capped by active chats instead: 100 in 30 days, 40 new chats in 24 hours and 1,500 sent messages in 24 hours. You add numbers as you grow; How many WhatsApp numbers does your AI agent need? shows the arithmetic.
On message types, the Business API is richer. Service messages include text, images, audio, video, documents, stickers, locations, up to three reply buttons, lists and WhatsApp Flows. A whasp number sends text and files. It has no groups, no outgoing voice notes and no typing indicators.
Groups differ too. Meta’s Groups API is open to businesses with an Official Business Account, with 8 participants at most and invite-only joining. Open-source libraries on a personal number handle groups, but whasp does not.
Identity differs as well. An Official Business Account gets a blue check, after the number has been registered for 30 days and the business verified. Without it, the number does not appear in WhatsApp’s in-app search unless a user has saved it. A personal number has a normal profile with a name, an about line and a photo.
When is each one the right choice?
The Business API is the right choice for most businesses. It is the route Meta supports, it is the only one that can start a conversation with an approved template, and it fits support, orders, bookings and reminders. If your agent serves your customers, do not take a personal number to dodge template fees. A ban costs more than the fees save.
A personal number is the right choice when the AI is what people come for: an assistant, a companion, a tutor or a coach that people text first. It is also the practical choice when you have no business entity to verify, or when your messages per user are high enough that a flat fee beats per-message billing.
Some teams use both: the Business API for the support bot, a personal number for the assistant. How to put an AI agent on WhatsApp in 2026 maps every route, including open-source libraries and hosted APIs. Why WhatsApp bans numbers explains the signals behind a ban.
What to do next
Decide with one question: is the AI your service or your product? If it is your service, start with the map in How to put an AI agent on WhatsApp in 2026 and Meta’s Cloud API setup. If it is your product, see pricing and the quickstart to put a number on a webhook.
Questions
Can I use my personal WhatsApp number with the WhatsApp Business API?
Not directly. Meta says a number already in use with WhatsApp must be deleted from it before it can be registered with the Cloud API, and a registered number cannot be used with WhatsApp Messenger.
Is the WhatsApp Business API free?
No. Meta charges per delivered message by category and country. Each business phone number gets 1,000 free service messages a month, and messages sent in the free window that opens when a user arrives from a Click to WhatsApp ad are free for up to 7 days.
Do I need to verify my business to use the WhatsApp Business API?
Not to start sending. A new Meta business portfolio can start conversations with 250 people a day outside the 24-hour window, and verifying the business is one way to raise that limit to 2,000.
Can an AI chatbot use the WhatsApp Business API?
Yes, if the AI serves the business's own customers, such as support, orders or bookings. Meta's terms bar providers whose primary offering is a general-purpose AI assistant, except where Meta says it is legally required to allow them.
