WhatsApp vs Telegram vs iMessage for AI agents in 2026
WhatsApp, Telegram or iMessage for an AI agent? Users, country splits, bot rules, costs and limits compared with 2026 sources, and a verdict by audience.

Key takeaways
- WhatsApp has more than 3 billion users and Telegram more than 1 billion monthly users, while we found no iMessage count from Apple and iPhones are only 30.8% of mobile web traffic worldwide (September 2026).
- Telegram is the easiest platform for an AI bot: the Bot API is free by default, open to anyone, and its documentation says third-party AI bots are welcome.
- Apple offers no open iMessage bot API that we could find: its official route is Messages for Business through an approved provider, and the iMessage lines sold to AI builders, such as Sendblue at $100 per line per month, are third-party services.
- On the WhatsApp Business Platform, general-purpose AI assistants have been barred since 15 January 2026 except where regulators forced access, so assistants and companions use a personal number instead.
- Choose by audience: iPhone-heavy US users point to iMessage, Latin America, India and most of Europe to WhatsApp, and developers and communities anywhere to Telegram.
Choose WhatsApp if your users are outside the US iPhone market, Telegram if you want the easiest and cheapest bot platform, and an iMessage provider if your users are US iPhone owners. WhatsApp reaches more than 3 billion people, Telegram more than 1 billion, and we found no iMessage count from Apple. Only Telegram has an open, free, official bot API that says third-party AI bots are welcome.
| Telegram | iMessage | ||
|---|---|---|---|
| People | More than 3 billion | More than 1 billion monthly | No count found from Apple |
| Official way to run a bot | Business Platform, through Meta or a provider | Bot API, open to anyone | Messages for Business, through an Apple-approved provider |
| General-purpose AI assistant | Barred on the Business Platform since 15 January 2026, except where regulators forced access | Welcome | Up to your provider; Apple asks automated replies to say they are automated |
| Who writes first | The user, or a paid template after 24 hours | The user | Sendblue’s AI Agent tier is inbound-first; outbound is an Enterprise feature |
| Cost | Meta’s per-message fee plus your provider’s: $0.0034 per reply in the US | Free by default | Sendblue: $100 per line per month, no per-message fee |
| Format | Text, media and reply buttons | Rich messages with tables and buttons, streamed replies | Chat; features depend on the provider |
How many people does each app reach?
WhatsApp reports more than 3 billion users, and Business of Apps tracks the figure. Telegram’s founder wrote that it has significantly over 1 billion monthly active users, posted on 19 March 2025, and we found no newer official figure. We found no iMessage count from Apple, so the best proxy is how many people carry an iPhone.
Country splits come from trackers. Business of Apps also reports eMarketer’s 2025 estimates of WhatsApp users, and Statcounter measures each OS’s share of mobile web traffic (page views, not people), which is an indicator, not a head count. Each country has its own Statcounter page at the same address pattern.
| Country | WhatsApp users, 2025 (eMarketer) | iPhone share of mobile web traffic, September 2026 |
|---|---|---|
| India | 749 million | 6.1% |
| Indonesia | 235 million | 20.8% |
| Brazil | 206 million | 21.2% |
| United States | 138 million | 53.6% |
| Mexico | 128 million | 28.0% |
| Germany | 70 million | 27.6% |
| United Kingdom | 60 million | 46.9% |
| World | More than 3 billion | 30.8% |
Telegram publishes no country split that we could find, so the table has no Telegram column.
What does WhatsApp allow a bot to do?
WhatsApp’s official Business Platform lets a business answer users with free-form messages inside the 24-hour window that opens when they write, and reach them later only with a template. Meta bars providers of general-purpose AI assistants from it since 15 January 2026, while businesses using AI for their own customers are unaffected (rule and exceptions).
A personal-number route exists for the AI products the platform does not admit. whasp runs real personal WhatsApp numbers on cloud phones: users write first, there are no groups and no outbound voice notes, and a number costs $49 per 30 days for about 100 active users. Open-source libraries do the same job on your own number, and the ban risk is then yours (compared here).
What does Telegram allow a bot to do?
Telegram lets anyone create a bot with @BotFather and use the Bot API at no cost by default. Its bot documentation says bots cannot start conversations: a user must add the bot to a group or message it first. The FAQ sets the limits: avoid more than one message per second in a single chat, 20 messages a minute in a group, and about 30 per second for bulk notifications. Paid broadcasts raise the bulk limit to 1,000 per second, at 0.1 Stars for each message above 30 per second.
For AI, Telegram’s bot features page is the most developed of the three. It says third-party AI bots are welcome, supports streamed replies (a draft that fills in while the model writes, with a Stop button), topics inside private chats to organize long conversations, and rich messages that carry headings, tables, formulas, media and buttons.
What does iMessage allow a bot to do?
Apple’s official route for businesses is Messages for Business. A company picks an Apple-approved Messaging Service Provider, which supplies the platform and the channel. Apple’s guidance says automated replies should identify themselves as automated and that customers must always be able to reach a live agent. We found no Apple API for running an iMessage account from your own code.
A second market sells iMessage lines to AI builders. Sendblue lists a free sandbox (10 verified contacts), an AI Agent plan at $100 per month per dedicated line (1,000 inbound contacts a day, inbound-first), and an Enterprise plan with full outbound messaging, and charges no per-message fees. The page does not explain how its lines connect to iMessage or what Apple’s rules mean for them. Ask before you build on one.
What does a month cost on each?
A month on each platform costs the following for 1,000 active users who each get 30 replies:
- WhatsApp, official, US users: (30,000 replies - 1,000 free) x $0.0034 = $98.60 to Meta, plus your provider (worked out here). In Germany: 29,000 x $0.055 = $1,595.
- WhatsApp, whasp: 1,000 / 100 = 10 numbers x $49 = $490, or $0.49 per user.
- Telegram: $0. Your messages to 1,000 users stay far under the 30 per second free rate.
- iMessage, Sendblue: one line is $100, or $0.10 per user, while the daily contact cap is 1,000.
Hosting and the model bill come on top of all four and are the same everywhere.
What is the main risk on each platform?
The main risk sits in a different place on each platform, so ask who can switch your agent off.
- WhatsApp, official platform: policy. Meta wrote the AI provider rule into its terms and decides what counts as a general-purpose assistant, so a product that is mostly the AI can be turned away even if a similar one ran there before.
- WhatsApp, personal number: a ban of the number. Who carries it depends on who runs the number: you, with an open-source library or a hosted API on your own account, or the operator, with whasp, which replaces a banned number at no cost but cannot move its chats.
- Telegram: its rules for bot developers, plus its first-message rule: a bot cannot reach a user who never wrote to it.
- iMessage: the provider. A line from a third-party service stands or falls with that company, and the pricing page does not say how Apple’s rules apply to it.
Which one fits which audience?
Pick the platform by where your users are, then check what it allows your kind of agent to do.
- US users on iPhones. iPhone is 53.6% of US mobile web traffic, so iMessage reaches the biggest slice, through a paid provider with its own risks. WhatsApp is also big: 138 million US users on eMarketer’s estimate.
- Europe. WhatsApp has 70 million users in Germany and 60 million in the UK. iPhone is 27.6% of Germany’s mobile traffic and 46.9% of the UK’s, so an iMessage-only agent misses most Germans.
- Latin America. Brazil has 206 million WhatsApp users and Mexico 128 million, with iPhone at 21.2% and 28.0%. WhatsApp is the default.
- India and Indonesia. WhatsApp has 749 and 235 million users on eMarketer’s estimate, against iPhone shares of 6.1% and 20.8%. India alone holds about a quarter of WhatsApp’s users.
- Developers, communities and prototypes anywhere. Telegram is free and open, and it has streamed AI replies built in. It also suits a prototype you may later move to WhatsApp (why companions move).
What to do next
Write down where your first 1,000 users live, then take the row from the table. If it is WhatsApp and your agent is a companion or assistant, read how to launch an AI companion on WhatsApp; for the whole map of options, see how to put an AI agent on WhatsApp. You can serve more than one channel from the same agent, since each only needs a webhook and a send call.
Questions
Which is best for an AI chatbot: WhatsApp, Telegram or iMessage?
Telegram is the easiest and cheapest to build on, WhatsApp reaches the most people outside the US, and iMessage reaches iPhone owners, which is 53.6% of US mobile web traffic. The best one is where your users already are.
Can I build an AI agent on iMessage?
We found no open Apple API for it. Apple's official business route is Messages for Business, which needs an Apple-approved provider. Third-party services such as Sendblue sell iMessage lines to AI builders, and you should ask them how the lines work before depending on one.
Is the Telegram Bot API free?
By default, yes: Telegram's FAQ says bots can message their users at no cost. Past about 30 messages per second you can enable paid broadcasts at 0.1 Stars per message, which needs at least 100,000 Stars and 100,000 monthly users.
How many people use WhatsApp compared with Telegram?
WhatsApp says more than 3 billion people use it. Telegram's founder says it has more than 1 billion monthly active users, a figure he posted on 19 March 2025.
Can a Telegram bot message users first?
No. Telegram's documentation says a user must add the bot to a group or send it a message first. WhatsApp's official platform allows a first message only with a paid template.
